Study Cites Cost of Romney-Like Medicare Plan

Just in time for tonight's presidential debate, the Kaiser Family Foundation has released a new study that shows six out of 10 Medicare beneficiaries would pay higher premiums under a hypothetical new plan similar to what Republican presidential challenger Mitt Romney has proposed.

Kaiser researchers used elements of the Ryan-Wyden Medicare overhaul proposal (which Romney has endorsed) and the Domenici-Rivlin plan to build their hypothetical plan, which caps federal contributions based on plan costs in a geographic area, and requires individual beneficiaries to pay the difference. When researchers applied 2010 data, they found major differences in premium costs across the nation.

"While all beneficiaries would have a choice of a low-cost plan, some would pay more -- and perhaps considerably more -- to be in either a traditional Medicare program or a private plan that they might prefer, and that's a big change from Medicare as it's known today," Tricia Neuman, Kaiser's top Medicare expert, told ABCNews.com.

For example, in battleground state Florida, 77 percent of Medicare beneficiaries would pay an additional $100 or more in monthly premiums under their current health plans, according to the study. On the other end of the spectrum, no one in Alaska would pay an additional $100 or more on their monthly premiums. The rest of the states fall somewhere in between.

Neuman and her team used 2010 dollars in their analysis instead of 2022 dollars, as analysts at the Congressional Budget Office used for their review of vice presidential candidate Paul Ryan's original proposal, which excluded a traditional Medicare option. The current dollars reflect that researchers used real data and bring the findings into the present even though most of the plans wouldn't take effect until sometime in the future.

"We thought it would be helpful to illustrate the effects using actual data rather than produce a report with lots and lots of assumptions of what could change between now and 2022," Neuman said.

Kaiser researchers don't typically comment on whether their studies prove plans are good or bad, but the Obama campaign has already picked it up as a weapon against the Romney-Ryan ticket, calling their plan "irresponsible."

"It's long been clear that Mitt Romney's plan to turn Medicare into a voucher program would have devastating consequences," a BarackObama.com post on the study reads. "Romney and Paul Ryan like to claim that seniors would always have the choice of enrolling in traditional Medicare, but a new study demonstrates just how hollow that claim is."

Romney campaign officials have already fired back that Kaiser was not looking at Romney's plan, or any specific plan.

"As the authors stress, this is not a study of the Romney-Ryan plan," campaign spokesman Andrea Saul emailed the National Review. "Our plan would always provide future beneficiaries guaranteed coverage options with no increase in out-of-pocket costs from today's Medicare."

Kaiser's hypothetical plan assumes that health-care premiums for seniors is based on the second-lowest private insurance plan in a county or traditional Medicare, whichever is less expensive, just as the Romney-Ryan plan proposes.

If an individual beneficiary's plan goes over that dollar value, he or she has to pay the difference. The Romney-Ryan plan does not say on which geographic area (state, county, etc.) the caps and payments would depend.

Romney who? Honey Boo Boo backs Obama

ABC

Alana "Honey Boo Boo" Thompson declared her political pick on "Jimmy Kimmel Live" Monday night.

By Ree Hines, TODAY contributor

At just 7-years-old, Alana "Honey Boo Boo" Thompson can't actually cast a vote come Nov. 6, but there's no election laws preventing her from picking a favorite in the presidential race. And that's just what the "redneckonzin'" tyke did on Monday night's "Jimmy Kimmel Live!"

Kimmel asked the reality TV sensation if she'd ever heard of Republican candidate Mitt Romney. She had not, but she was familiar with his competition, President Barack Obama.

At first Alana seemed about as interested in the political talk as the average kid her age would be, but things quickly took a turn when she learned that one of the hopefuls wasn't exactly a fan of hers.

"On ('Live! With Kelly and Michael'), they asked Mitt Romney if he preferred Snooki or Honey Boo Boo," Kimmel told her. "And do you know what he said? He said he preferred Snooki."

For a brief moment, the "Here's Comes Honey Boo Boo" star looked genuinely sad to hear it, but once she was clear on which candidate favored the spray-tanned, Seaside Heights regular over her, she perked right up.

"Who are you going to support for president -- Mitt Romney or Barack Obama?" Kimmel asked.

"Barack Obama," she said with a smile.

Politics around Benghazi tragedy distract us from bigger issues in Middle East

I lived in Tehran, Iran as an elementary-school child, from 1969 to 1971. I remember it as a friendly and cosmopolitan city, full of expatriates enjoying the fruits of the oil boom. My friends included Koreans, South Africans, and Yugoslavs, as well as Iranians and Americans.

Eight years later, as a first-year college student, I watched on a flickering dormitory television as mobs overran the American Embassy ? where I had once played tennis ? and took more than 60 people hostage. And we?re still watching it, like an old horror film in a continuous loop. You can see that footage in Ben Affleck?s new movie, ?Argo,? which includes a stunning re-enactment of the embassy takeover. And you can also see it in our 24/7 news culture, where any given day features images of angry Muslims protesting or threatening the United States.

Some of the most upsetting recent images come from Libya, where attackers killed US Ambassador Chris Stevens and three other Americans last month at the US consulate in Benghazi. Vice President Joe Biden has taken flack for his assertion in last week's debate that the White House didn't know of requests for more security for the US mission there. Perhaps in an effort to deflect some of that heat, Secretary of State Hillary Rodham Clinton stated Monday that she takes responsibility for the security of American diplomats abroad.

ONE MINUTE DEBATE: 3 views on what the US should do about Iran's nuclear program

Meanwhile, Mitt Romney?s presidential campaign is reportedly crafting a ?Jimmy Carter strategy? and ?October surprise? around the Benghazi tragedy. Both terms recall President Carter?s failed 1979 attempt to rescue the hostages in Iran, which remains our central symbol of American weakness on the world stage. But America?s sometimes-blind focus on avenging terrorism ? then and now ? diverts us from asking hard questions about its historical roots. And by looking back at Washington?s role in Mideast affairs, we might also question some of its dubious alliances today.

Mr. Affleck?s movie does address a small part of that context in Iran. The film begins with shots of the CIA-assisted coup that installed the corrupt and murderous Shah Reza Pahlavi on the Iranian throne in 1953. And, to his credit, Jimmy Carter spoke out against the shah?s human rights abuses when he was running for president in 1976.

Once he got to the White House, however, Carter joined his predecessors in coddling the Persian dictator. With oil prices rising ? and the Soviet Union threatening Afghanistan ? America needed a loyal ally in the region.

So Carter pressed for more arms sales to the shah, overriding objections from his fellow Democrats. And he soft-peddled human-rights criticisms of Iran, even after 60 Minutes reported that the shah?s secret service was spying on dissident Iranians in America.

He then allowed the deposed shah to come to the United States for medical treatment, which did more than anything else to precipitate the embassy takeover. And he also ordered the ill-fated mission to rescue the hostages, which resulted in the death of eight American servicemen.

The hostages didn?t return until the first day in office of Ronald Reagan, who defeated Carter by calling for a new American global assertiveness. Some historians have claimed that Reagan?s campaign ? fearful of an ?October surprise? to bring the hostages home ? plotted with Iran to retain them until after the November elections.

That?s doubtful. But you don?t have to be a wild-eyed conspiracy theorist to see the Iran hostage crisis (and subsequent parallels) as a boon for every Republican presidential candidate since Reagan. To tar your Democratic opponent as a weakling, just link him to Jimmy Carter and the hostages.

So will that strategy work for Mitt Romney? In part, that depends on what investigators turn up about security at the Libyan consulate before the attack ? and about the Obama administration?s statements after it. Did the White House turn a deaf ear to pleas for more security, as GOP critics have claimed? And did administration officials deceptively attribute the attack to spontaneous anti-American mobs, even though it now seems to have been a premeditated strike by a militia with possible connections to Al Qaeda?

These are both reasonable questions, and voters deserve answers to them. But the American public shouldn?t let them distract us from much deeper issues about America?s past and present role in the Muslim world. Amid the chaos unleashed by revolutions there, which side or sides should the United States support? And how should we approach people who place Islam at the center of their politics?

These were new questions, back in 1979, and they remain questions today. They also require broad, thoughtful responses, not politicized election ploys.

It?s easy to forget that militants had already stormed the American Embassy in Tehran, in February of that same year, when Ayatollah Khomeini?s Revolutionary Council made them vacate the premises. But Khomeini would give his imprimatur to the hostage takeover in November, insisting that Americans? support for the shah made them complicit in his crimes. Americans like to see their country as a symbol of progress, pointing inexorably toward the future. But America?s enemies as well as our partners in the Middle East also look backward, into history, and we would be wise to do the same.

That brings me back to my own years in Iran, which were hardly as tranquil as I remember them. In May of 1970, demonstrators amassed outside the Iran-America Society to denounce a visit by David Rockefeller and other prominent US businessmen. My family often attended plays and movies at the Society, which was a few blocks from our home, but I wasn?t aware of any of the protests that were taking place there. Nor did I know that the shah?s henchmen tortured a leading dissident to death the following month in June of 1970.

?I swear to God if you kill me, in every drop of my blood you can see the holy name of Khomeini,? the dissident reportedly told his tormentors. Khomeini?s name ? and the hostages he held ? still cast a shadow over everything we do, across the Middle East and beyond. It seems ridiculous for the Romney campaign to compare the hostages? 444-day captivity to the recent episode in Libya, where large crowds protested against the attack on our consulate. But elsewhere in the Mideast ? think Saudi Arabia, Bahrain, or the United Arab Emirates ? the US continues its unholy dance with dictators.

OPINION: Bahrain doctor: If US loses the faith of people like me, it loses the Mideast

And we may yet pay for this muddled policy ? in American blood, and in the blood of others.

Evolutionary origins of our pretty smile

ScienceDaily (Oct. 17, 2012) ? It takes both teeth and jaws to make a pretty smile, but the evolutionary origins of these parts of our anatomy have only just been discovered, thanks to a particle accelerator and a long dead fish.

All living jawed vertebrates (animals with backbones, such as humans) have teeth, but it has long been thought that the first jawed vertebrates lacked pearly gnashers, instead capturing prey with gruesome scissor-like jaw-bones.

However new research, led by the University of Bristol and published October 17 in Nature, shows that these earliest jawed vertebrates possessed teeth too indicating that teeth evolved along with, or soon after, the evolution of jaws.

Palaeontologists from Bristol, the Natural History Museum and Curtin University, Australia collaborated with physicists from Switzerland to study the jaws of a primitive jawed fish called Compagopiscis.

The international team studied fossils of Compagopiscis using high energy X-rays at the Swiss Light Source at the Paul Scherrer Institut in Switzerland, revealing the structure and development of teeth and bones.

Lead author, Dr Martin Ruecklin of the University of Bristol said: "We were able to visualise every tissue, cell and growth line within the bony jaws, allowing us to study the development of the jaws and teeth. We could then make comparisons with the embryology of living vertebrates, thus demonstrating that placoderms possessed teeth."

Co-author, Professor Philip Donoghue of the University of Bristol's School of Earth Sciences said: "This is solid evidence for the presence of teeth in these first jawed vertebrates and solves the debate on the origin of teeth."

Co-author Dr Zerina Johanson from the Natural History Museum said: "These wonderfully preserved fossils from Australia yield many secrets of our evolutionary ancestry but research has been held back waiting for the kind of non-destructive technology that we used in this study. Without the collaborations between palaeontologists and physicists, our evolutionary history would remain hidden in the rocks."

Professor Marco Stampanoni of the Paul Scherrer Institut said: "We performed non-invasive 3D microscopy on the sample using synchrotron radiation, a very powerful X-ray source. This technique allows us to obtain a perfect digital model and very detailed insight views of the old fossil without destroying it. Normally, our method delivers very high spatial resolution on tiny samples. For this experiment we modified our setup and reconstruction algorithms in order to expand the field of view significantly while keeping the spatial resolution high."

This work was funded by the EU Framework Programme 7, the Natural Environment Research Council and the Paul Scherrer Institut.

Forward Looking Statement Disclosure

Certain statements in this press release constitute forward-looking statements or statements which may be deemed or construed to be forward-looking statements within the meaning of the Private Securities Litigation Reform Act of 1995. All statements which are not historical facts are intended to identify forward-looking statements. Words such as ?expects?, ?intends?, ?plans?. ?possible?, ?estimate?, ?believes? and similar expressions are used to identify forward-looking statements. In particular, statements about any potential declaration and payment of a special cash dividend and consummation of a new senior credit facility are forward-looking statements and may not occur. Forward-looking statements are not guarantees of future results and involve and are subject to known and unknown risks, uncertainties and other factors which could cause the Company's actual results, performance (financial or operating), or achievements to differ materially from the future results, performance (financial or operating), or achievements expressed or implied by such forward-looking statements. These risks and uncertainties include, among others, (i) the ability of the Company to refinance its current senior credit facility, (ii) the state of capital markets, (iii) general economic conditions; (iv) the results for the 2012 third quarter are not necessarily indicative of future results; (v) the Company?s ability to improve transactions and its long-term growth are dependent upon consumer acceptance of its products and marketing initiatives, general economic and market conditions, among other factors; and (vi) the Company?s ability to build brand equity and create long-term value for its shareholders is dependent upon the success of our initiatives, financial results and the factors listed above, among other factors. These and other risks are more fully discussed in the Company's SEC filings, including under the section heading ?Risk Factors? in our annual report on Form 10-K. Except as required by law, the Company does not undertake to publicly update or revise any forward-looking statements.

Use of Non-GAAP Financial Information

In addition to the financial outlook reported in accordance with accounting principles generally accepted in the United States of America (?GAAP?) included in this filing, the Company has provided certain non-GAAP financial information, including earnings before interest, taxes, depreciation, amortization, restructuring expenses and other operating expenses/(income) (?adjusted EBITDA?). Management believes that the presentation of this non-GAAP financial information provides useful information to investors because this information may allow investors to better evaluate ongoing business performance and certain components of the Company?s results. In addition, the Company?s Board of Directors uses this non-GAAP financial information to evaluate the performance of the Company and the management team. The Company has reconciled the non-GAAP financial information to the nearest GAAP measure.

The Company includes in this document information on system-wide comparable store sales percentages. System-wide comparable store sales percentages refer to changes in sales of our restaurants, whether operated by the company or by franchisees and licensees, in operation for six fiscal quarters including those restaurants temporarily closed for an immaterial amount of time. Some of the reasons restaurants may be temporarily closed include remodeling, road construction, rebuilding related to site-specific catastrophes and natural disasters. Franchise and license comparable store sales percentages are based on sales of franchised and licensed restaurants, as reported by franchisees and licensees. Management reviews the increase or decrease in comparable sales to assess business trends. Comparable store sales exclude closed locations. When we intend to relocate a restaurant, we consider that restaurant to be temporarily closed for up to twelve months after it ceases operations. If a suitable relocation site has not been identified by the end of twelve months, we consider the restaurant to be permanently closed. Until that time, we include the restaurant in our open store count, but exclude its sales from our comparable store sales. As of October 2, 2012, there are five stores that we intend to relocate, and are thus considered to be temporarily closed.

The Company uses company-owned comparable store sales, franchise and license sales and the resulting system-wide sales information internally in connection with restaurant development decisions, planning, and budgeting analyses. The Company believes comparable store sales information is useful in assessing consumer acceptance of our brands; facilitates an understanding of our financial performance and the overall direction and trends of sales and operating income; helps the Company appreciate the effectiveness of its advertising and marketing initiatives; and provides information that is relevant for comparison within the industry.

Comparable store sales percentages are non-GAAP financial measures, which should not be considered in isolation or as a substitute for other measures of performance prepared in accordance with GAAP, and may not be equivalent to comparable store sales as defined or used by other companies. The Company does not record franchise or license restaurant sales as revenues. However, royalty revenues are calculated based on a percentage of franchise and license restaurant sales, as reported by the franchisees or licensees.
