Physicists say they are near epic Higgs boson discovery

The Holy Grail of high-energy physics ? the predicted but elusive Higgs boson ? is almost within reach, and the Brandeis high-energy physics group, along with other particle physicists around the world collaborating on making the finding, is almost giddy with excitement.

The Brandeis group has contributed since 1994 to collaborative experiments to detect the Higgs particle in the world's largest particle accelerator, the Large Hadron Collider (LHC). CERN, the international agency in Geneva that oversees experiments in the LHC, announced Monday in a progress report the news of mounting experimental evidence for the existence of this critically important speck of nature.

"It's very exciting," says Brandeis physics Professor Craig Blocker, explaining that experiments in the LHC's two detectors have amassed enough evidence of the Higgs particle to suggest much more than an unexplained blip in the data produced by trillions of protons smashing into each other at almost the speed of light.

"The data look very tantalizing but we're not there yet," says Blocker. "We don't have quite enough evidence to claim a discovery but it looks promising ? there's a good indication that this particle is there, so we'll probably be able to announce the discovery next year with more data."

What makes the prospect of finding the Higgs particle so electrifying for physicists is that its discovery could put in place the final piece of the puzzle that describes the fundamental building blocks of matter and their interactions ? hence its description as the "God Particle." Higgs particles are thought to interact with other subatomic particles to give them mass through a phenomenon known as the Higgs mechanism.

The Higgs mechanism was first described in the 1960s by Scottish physicist Peter Higgs. A few years later, physicist Steven Weinberg applied Higgs' ideas to weak interactions and predicted the Higgs particle. It is the only elementary particle in the Standard Model ? the description of the fundamental particles and the forces that hold them together ? that has not been observed experimentally yet.

Blocker says detecting the Higgs is challenging because the strength with which it interacts with other particles depends on the mass of those other particles. The Higgs itself is quite massive (for something on the subatomic level); it interacts well with other massive particles, but very poorly with lightweight particles. However, massive particles generally require higher-energy conditions than lightweight particles to record experimentally ? energy levels difficult to obtain even inside the mind-boggling fast Large Hadron Collider. Consequently, says Blocker, physicists don't obtain the signature energy decay of a Higgs boson often in the supercollider.

The growing anticipation surrounding the Higgs particle seems almost overshadowed by a gathering anxiety that physicists might actually get what they wish for ? a perfectly realized prediction that completes the Standard Model. If that happens says Blocker, "we'd be unhappy ? the quest is what's interesting."

Higgs or no Higgs, the chances of particle physicists actually arriving at what Einstein called a "theory of everything" anytime soon seem infinitesimally remote. When it comes to particle physics, says Blocker, it is much more likely that new theories will be generated with each experimental advance.

EU watchdog investigates rating agencies (Reuters)

BRUSSELS (Reuters) ? A European Union watchdog said it was investigating credit rating agencies to look at how they rank sovereign bonds and other debt and could impose heavy sanctions if it finds any wrongdoing by the influential institutions.

Officials from the European Securities and Markets Authority have been visiting offices of the three big agencies -- Standard & Poor's, Moody's and Fitch -- as well as smaller rivals, since the start of last month and will continue to do so throughout December.

The exercise takes on increased significance after Standard & Poor's said on Monday it may downgrade the ratings of 15 euro zone countries, an unprecedented move that rattled markets ahead of a summit of EU leaders to tackle the debt crisis.

Some euro zone officials say the ratings agencies have worsened the crisis. European Central Bank governing council member Christian Noyer said that S&P's methodology had become more political and less connected to economic fundamentals.

"We will publish a report on the outcome of our first on-site inspections of ratings agencies," the ESMA spokesman said on Tuesday, adding that this would come at the latest in April.

"Our inspectors are examining how the rating agencies conduct their business and arrive at ratings. If we were to find wrongdoing, ESMA has the power to fine agencies, suspend their ratings and we could even withdraw their license."

The Paris-based watchdog was set up this year to be the chief European supervisor for ratings agencies and its audit marks the first strong policing of an industry that until now could not be challenged on its decisions.

"We don't comment on our confidential interaction with regulators," said a spokesman for Standard & Poor's.

To carry out their audit, regulators can ask for documentation outlining how an agency arrived at the decision to downgrade a country, for example.

Although ESMA is not able to question specific decisions like a credit downgrade, it could penalize a rating agency if it were to find flaws in the way it works.

"They have to prove they have a sound rating procedure such as avoiding conflicts of interest, as well as having proper internal rules," the ESMA spokesman said.

"We are not watching every single rating decision. ESMA's job is to ensure raters comply with the rules."

Broadcasters want ownership rules overturned (Reuters)

LOS ANGELES (TheWrap.com) ? Broadcasters are urging the Supreme Court to loosen restrictions that prevent companies from owning newspapers, radio stations and television stations in the same market.

In a petition filed Monday, the National Association of Broadcasters (NAB) argues that the court must overturn a Third Circuit decision from last July that left most of the Federal Communications Commission's media ownership regulations intact.

The NAB argues that rather than resulting in dangerous monopolies, allowing broadcasters to own multiple news organizations helps them improve their financial health. That in turn gives them the flexibility to invest in higher quality reporting.

"By harming local television stations all over the country, the duopoly rule also directly harms the public," the petition reads. "When a station struggles financially or ceases to operate, it loses its ability to provide the news and public affairs programming on which members of the public rely. But placing stations under common ownership, resulting in an improvement in financial stability, leads to improved local programming -- both in quality and in quantity -- of the kind that is critical to viewers."

Furthermore, the petition says the Third Circuit's decision conflicts with lower court opinions related to broadcast media ownership rules, and asks the court to intervene so it can clarify the regulations.

The court didn't make its judgment on the merits of the case but said the FCC didn't follow the proper procedure when it changed its rules. Before it can change its rules, the FCC is required to seek public input; the court said the FCC didn't properly get that input.

Previously, a D.C. Circuit Court found that the rules were unnecessary.

The NAB petition argues that the Third Circuit was adjudicating based on an outdated conception of local media. It points out that broadcasters and newspapers compete for audiences and advertising with cable companies, satellite companies and internet sites, not just each other.

"Instead of counting only broadcast television stations, the Commission should have considered all outlets that compete for advertising and audiences in local markets," the petition reads.

The move comes as the FCC appears to be in favor of dialing back at least some of the rules.

FCC Chairman Julius Genachowski is reportedly in favor of loosening ownership rules in top media markets. However, some regulations would remain in place. For example, the commission would continue to limit the number of channels a company could control in local markets and would keep some bans on newspapers and television station cross ownership in place.

The Earth's fastest land animal has disappeared from much of its former range. In Africa, cheetahs remain widespread but thinly scattered, but they have they have vanished entirely from many countries in Asia.

The species is particularly tricky to protect because it is divided into at least five subspecies, each of which needs to be preserved. They are also difficult to breed in captivity.

This cheetah was photographed in the Masai Mara reserve in Kenya.

Charge an iPhone with an iPad?

This may seem like a weird question, but I was idly wondering is there a way--cable of some sort--that would charge an iPhone from an iPad. I mean, the iPad has a bigger battery, so it's theoretically possible to use some of that juice for the iPhone.

Maybe this question is only a thought experiment. I googled and found nothing.

Senate rejects, for now, extending payroll tax cut

(AP) ? The Senate on Thursday sidetracked rival plans to extend a Social Security payroll tax, in dueling votes that pave the way for negotiations on a compromise on a core component of President Barack Obama's jobs program.

First, Republicans defeated Obama's plan to extend the payroll tax cut through the end of next year while also making it more generous for workers.

Minutes later, in a vote that exposed rare divisions among Senate Republicans, more than two dozen of the GOP's 47 lawmakers also voted to kill an alternative plan backed by their powerful leader, Mitch McConnell of Kentucky, to renew an existing 2 percentage point payroll tax cut.

Many Republicans and even some Democrats say the payroll tax cut hasn't worked to boost jobs and is too costly with the federal deficit requiring the government to borrow 36 cents of every dollar it spends.

The defeat of the competing plans came as House Speaker John Boehner, R-Ohio, said for the first time that renewing the payroll tax cut would boost the lagging economy, a view many in his party don't share. Boehner also promised compromise on a renewal of long-term jobless benefits through the end of 2012.

The payroll tax cuts and unemployment benefits are at the center of a costly, politically-charged year-end agenda in which Democrats seem poised to prevail in renewing a tax cut that many Republicans back only reluctantly. But Republicans are insisting ? in a switch from last year ? that the payroll tax cut and jobless benefits be paid for by cutting spending.

Both parties are seeking the political high ground as next year's elections loom, with Democrats accusing Republicans of siding with the rich, and Republicans countering that Democrats were taxing small business owners who create jobs.

The first payroll tax plan to fall was a Democratic measure that was the centerpiece of Obama's jobs package announced in September. It would cut the Social Security payroll tax from 6.2 percent to 3.1 percent next year and also extend the cut to employers, with its hefty $265 billion cost paid for by slapping a 3.25 percent surtax on income exceeding $1 million.

Republicans and a handful of Democrats combined to kill the measure on a 51-49 tally that fell well short of the 60 required under Senate rules. For the first time, a Republican, Susan Collins of Maine, voted to support the millionaires' surcharge.

The White House issued a statement by Obama that accused Republicans of voting to raise taxes on 160 million people because they "refused to ask a few hundred thousand millionaires and billionaires to pay their fair share." The statement didn't mention the GOP alternative.

In a surprising result, Democrats and more than two dozen Republicans voted 78-20 to kill the $120 billion GOP alternative that would have simply extended the existing 2 percentage point payroll tax cut, financed by freezing federal workers' pay through 2015 and reducing the government bureaucracy.

"Wouldn't we be better off using the proceeds of these reductions in spending to reduce the debt and deficit," said Sen. Jerry Moran, R-Kan.

Senate Majority Leader Harry Reid said Republican opponents "insist on helping the very wealthy while turning their back on the middle class," while another member of the leadership, Sen. Charles Schumer, D-N.Y., said Republicans were in full-blown retreat just days after Sen. Jon Kyl, R-Ariz., said on "Fox News Sunday" that "the payroll tax holiday has not stimulated job creation. We don't think that is a good way to do it."

On Thursday, however, Boehner disagreed.

"I don't think there's any question that the payroll tax relief, in fact, helps the economy," Boehner said. "You're allowing more Americans, frankly, every working American, to keep more of their money in their pocket. Frankly, that's a good thing."

Meanwhile, House Republicans readied legislation of their own that aides said likely would include the tax cut extension as well as renewed benefits for long-term victims of the worst recession in decades and a painfully slow recovery.

Boehner made clear that all costs must be paid for, and said higher taxes were a non-starter.

Thursday's votes indicated there was lots of reluctance among Republicans to renew the costly payroll tax cut, which even some Democrats said hasn't much helped the economy.

"I can't find many people who even know that they're getting it, okay?" said Sen. Joe Manchin, D-W.Va., who opposed both plans. "So with that being said, we're going to double down on something that we thought should have worked that didn't work."

With unemployment hovering around 9 percent nationally, Obama urged Congress in September to renew and expand the Social Security payroll tax cut for workers that he signed a year ago, and called as well for an extension of benefits that can cover up to 99 weeks for the long-term jobless.

State unemployment insurance programs guarantees coverage for six months, but as in previous downturns, Congress approved additional benefits in 2008. Expiration of those payments would mean an average loss of $296 in weekly income for 1.8 million households in January, and a total of 6 million throughout 2012.

On the tax cut extension, Republicans prefer a simple one-year continuation of the existing law, jettisoning Obama's call to deepen the cut to 3.1 percentage points on workers' first $106,800 in earnings, while expanding it to cut in half employers' Social Security contributions for their $5 million in payroll.

To pay for the measure, Senate Republicans proposed freezing federal workers' pay through 2015 ? extending a two-year-freeze recommended by Obama ? and reducing the bureaucracy by 200,000 jobs through attrition.

The Democratic plan would give a worker earning $50,000 a more than $1,500 tax cut; the GOP plan would provide a $1,000 tax cut for such an earner. A two-income family making $200,000 would reap a $6,000 tax cut under the Democratic plan and a $4,000 tax cut under the GOP version.
